Hailey Davis, a Senior Manager at Manatt Health Solutions—an interdisciplinary health policy and business strategy advisory division of the law firm of Manatt, Phelps & Phillips, LLP—provides policy expertise, strategic and regulatory advice, and project oversight to a wide range of clients on issues related to implementation of the Affordable Care Act and the transition of benefits and populations to Medicaid managed care. Her most recent work has focused on advising states, foundations, payers, providers, and other healthcare stakeholders on the implications of federal health reform and the redesign of New York State’s Medicaid program. Among Ms. Davis’s clients are the Coalition of New York State Public Health Plans, an association of eight Medicaid managed care plans that collectively serve more than 3 million beneficiaries of public health insurance, and the Coalition of New York State Managed Long-Term Care and PACE Plans, an association of 22 plans that provide coverage for the overwhelming majority of the elderly and disabled individuals enrolled in MLTC or PACE. Prior to joining Manatt, Ms. Davis worked for the U.S. Department of Health and Human Services (HHS) Office of the Inspector General (OIG) Office of Evaluation and Inspections (OEI), where she spearheaded national evaluations related to Medicaid managed care and served as a member of the Healthcare Reform Strategy Work Group. Ms. Davis received her M.P.H. in Health Policy from Columbia University and her B.A. in Government from the University of Texas at Austin.
